When you copy and paste the code from the PayPal button creator, your HTML Editor may add a space or not paste the code exactly as it was generated. Suggest copying the code again but, this time paste the code to a blank web page, save the page locally with a name and an extesion of .htm or .html. Then open the file with your web browser and test it. It should work OK. Then compare the working code to what you have on your live web page and see if find the difference.Below is an example of a blank web page. Last, whenever you are testing item button code, always delete your browser's cookies, temp files and history before testing the code. This way you get a clean start after making any code changes. Should you not do this each time, the data retained from the previous cookie may cause unexpected results.

If it doesn't help try to insert the button code with a shortcode - i.e. use this plugin: http://wordpress.org/plugins/insert-html-snippet/ to insert the button html code. Cheers! Click on the "use classic interface" button because it is easier to use. Once you are at your main PayPal location make sure the left most tab is clicked on and is active. Under the tabs you will see the "Profile" link. Hover your mouse over it (or you may have to left click it). You should see a drop down menu. At the bottom it says "My Selling Tools". Click on it. On the right hand side you should see the "API access" and a link. Click on that to set your API settings if you need them. At the VERY BOTTOM of the "My Selling Tools" web page is the "Encrypted payment settings" link. Click on it. IF YOU DON'T SEE a certificate at the bottom - then you need to make one. The CERTIFICATE ID will be on the left. You need to put that in to your call to the setCertificateID() function. From the PayPalEWP

Also, I asked PayPal Merchant Tech Services about the error and they repliedThe reason you're receiving the "unable to decrypt the certificate ID" error is because the below information (generated link) has special characters in the "Begin" and "End" strings of the encryption. Or because the certificates you have uploaded to your PayPal account are incorrect - but I can't verify that. Re the scm generated links they replied saying "You shouldn't be using a href to take your customers to PayPal. The link you're using is a session and can only be used for a one time use." and suggested I use a PayPal button. I'll check things again but I'm certain I've set things up correctly.
