In IE go to Tools, Internet Options, Advanced tab, scroll down to Security, uncheck SSL2.0, check SSL3.0, check all TSL boxes, Apply, OK. I have no idea why this works, but it fixed a friend's computer. She had 2.0 checked and TSL1.1 unchecked. She also couldn't get into facebook. Started suddenly with no changes to her computer, so no explanation of why it started happening.
