Tickets are reopened if there is an email response to their notifications. Do you see any new comments being added to the ticket after you close them? How are you closing the ticket, through the app or ticket commands via email? If you can watch the helpdesk inbox after you close a ticket for any incoming messages within that time before the ticket is reopened, this could help troubleshoot it.
