machine running XP Pro(although I would have had the same issue with any OS). It turns out that Windows Firewall was preventing the access. However, Windows Firewall normally gives a message and a confirm dialog box on the server machine when it detects a new program that wants to run. However, for some reason(perhaps because it's a server?) it didn't give the message, so I didn't know that I needed to look there. On a whim, I went to the server machine and fired up windows firewall(in Control Panel) and added to the list of exceptions, the server program(specifically, in this case: C:\Program Files\RealVNC\VNC4\winvnc4.exe). Typically, there'd be a firewall on your work network, and within the firewall, there'd have to be a configuration that maps a public IP address to the internal private IP address scheme---aka Network Address Translation.
