This has been occurring at least since March 1st, 2011 which is the oldest outgoing email in my outbox. Have you checked all settings against those contained in the E-Mail Client Settings sticky post near the top of this board's message listing? Usually, that error code means there's a message stuck in your outbox that WLM can't send. [2] I suspect that some of the registered interfaces of the DLL files are corrupted. I used REGSVR32 to register them again, and this seems to have resolved the problem.
