I tried to do this, cs0016 could not write to output file the directory name is invalid but the compiler spits an error: Error CS0016: Could not write to file `Test', cause: AMD64 (CS0016) (Test) From this bug, I guess it's not possible right now. Is that something that is likely to change? More and more third party components are now using ARC and newer compiler features that are only available when compiling

There is very little value to it. You'll get x64 on a 64-bit operating system, x86 on a 32-bit operating system. On windows x86 with anycpu there is no problem.
