Disable any anti-spam software and also turn off email scanning by your antivirus software and see if that fixes it. See if that fixes the immediate problem. It's often caused by having a troubleshooting option chosen which creates a log file which is continually having info added to it with each opening and closing of Outlook Express. Also try searching for those log files and if not needed, delete them.
