(Copied below for clarity)If that didn't help, a Safe Mode boot deletes system caches that may help after an OS X upgrade.Top left corner of your screen click the Apple > Shut Down. After your Mac shuts down, wait 10 seconds, then press the power button.Immediately after you hear the startup tone, hold down the Shift key. I hope that will help people searching. –D A Vincent Oct 8 at 7:31 add a comment| 2 Answers 2 active oldest votes up vote 2 down vote accepted Have you looked in the console? Maybe you'll find some error messages there which can narrow the problem down. You can view log files in Console, located in /Applications/Utilities. Have you tried to check (and maybe repair) the file rights. You can do this with disk utility. That's a strange error. Usually, if the System Preferences application is corrupt or missing, none of the preferences will be available. Try this: Reboot your machine and see if you can access the General preference pane. If not, do this... reboot and hold down your option key. Select the Recovery Partition to boot from. After the machine boots to Recovery, select Disk Utility. From the Disk Utility dialog box, select "Repair Permissions". It may take awhile to finish. Reboot back to normal mode. And don't worry about the permission statements from the system. 07 Jun2016 Could not load Date & Time preference pane By me@grafxflow - 7 Jun, 2016 I recently transferred my old Macbook Pro content to my new Macbook Pro using Time Machine transfer. All the data went across fine but one thing I noticed was the date and time was out by an hour. Then when trying to change the settings in System Preferences -> Date & Time I would get the following popup with the message ‘Could Not load Date & Time preference pane‘. After many hours of searching I found the answer… or at least it worked for me. Go and delete the following files. Users/Username/Library/Preferences /com.apple.systempreferences.plist /Users/UserName/Library/Preferences/com.apple.desktop.plist Then restart your mac. Hope it works for you.
