can be caused by a problem on Google's end. We've seen this error occur to apple support massive amounts of Google Play users about once a month. So it is likely that you may just have to wait until the problem apple id is fixed by Google and try to download an item from Google Play later. Other times, you may need to clear the data in the Google Services Framework. Follow these steps to see if it works for you. Open https://support.steampowered.com/kb_article.php?ref=3382-QYOD-8584 the "Settings" app. Tap "Applications". Select the "All" tab. Locate and tap "Google Services Framework". Select the "Clear data" button. Tap "OK" on the warning that appears. Although you may not have to, try restarting the device, then try to use Google Play. You should now have no problem downloading apps. Unfortunately the suggested fix didn't work. A successful workaround was that I tried using one of my alternate Google IDs and boom, it worked. I suppose that means that something is going on with my usual Google ID…let's see if it fixes itself in a few days.
