It's a diagnostic tool that techs can use to troubleshoot connection problems on your line. After you have connected to the Internet the Agent uploads the quality of service information to youre ISP. Information is collected by the Agent as well as the location(s) to which that information is delivered. Is it a necessary app? No it's not necessary at all. If its giving you problems you can uninstall it. You can remove the IP InSight Agent by using Add/Remove Programs from the Control Panel.
