You'll need to look at which particular operation caused this error to find out which table and which row it was trying to write. Hopefully, phpMyAdmin should tell you which row of data caused the problem, shouldn't it? One guess is that you're importing data that duplicates some data already in a table, ie you may not have removed

However the column meta_id has a Primary Key restriction. You can see the table definition at http://codex.wordpress.org/Database_Description#Table:_wp_commentmeta As meta_id has a Primary Key restriction, this column may only hold unique values. The insert

As it seems there is no easy way to restore this database dump. That's quite bad as it renders database backups quite useless for normal users.
