While Microsoft VPN solution would require CHAP, MSCHAP or better authentication protocol, when we error 628 dial up had other clients, we had to lower password handshake protocol to "exchange passwords as clear text". Perhaps for starters, you can set your authentication protocol on Windows 7 to allow for unencrypted passwords (PAP).
