Error 676 Phone Line Busy Windows Xp

You can hear the modem dial out but always comes up with error 676 line busy, I deleted the dial up she had and went through it and reput everything in and it still came up with line busy. I uninstalled and then rebooted and it found the modem and installed it. I tried to dial up again and it was the same thing 676 line busy. I went to control panel> phone and modem and went in where you can query the modem and got answers back . and also it says it is working properly. The only thing I can think of is if something else is trying to dial out or use the modem and making it busy. I guess this is my question now I am not at her house anymore she lives about 80 miles from here but if I can get an answer I will call her and take her throught it. In her device manager she show com1, com2, and LPT1 Her modem is on com3 Would it help and/or can I go into device manager and uninstall the com1 and com2 and then reboot and will that reinstall them and if so do you think that would help?? This problem started I guess when she was going to get DSL and her ISP I guess sent her the stuff, the external modem, etc and then they said she waas to far away. I think she tried to hook it up. I was not there. But when I looked at it today everything was back where it belonged and she never had a problem before she messed with the dsl stuff. Can someone tell me if that would help?? I and she called the dial up number and it is not busy.. After reading this what would be my next logical step?? Please help, she just called me again and I told her I would see what I could find out. She has a Lucent win voice modem I also just went to the hp site her computer is an hp pavillion 540n and I called and had her type int the intialization string AT&F&C1&D2&K3+MS=V34 which is for her computer then told her to try to connect and it still said line busy

Pertains to: Error 602 - The Port Is Already Open Error 630 - The Port error 676 Was Disconnected Due To Hardware Failure Error 666 - Your Modem (or other connecting device) Is Not Functioning Restart the computer and try again. If you entered an init string for your modem, go back in to the Modem Control Panel, remove the init string and restart the computer. Make sure there are no programs on your computer that could be using your modem, such as fax software, Supervoice, etc. Hold the Ctrl and Alt keys down, and hit the error 676 phone Delete key on your keyboard. This will bring up the Close Program window. While in the Close Program window, look for something called RNAAPP, it might even be listed as RNAAPP.EXE. Click on it, then click the End Task button. If RNAAPP has stopped responding, it will display another window telling you so. If it appears, click End Task again. If RNAAPP has NOT stopped responding, no second window will appear. Restart the computer. If this problem is occuring on a laptop computer, try plugging the PCMCIA card into a different slot. If you use a desktop computer, make sure the dial-up connection is using the proper modem via Dial-Up Networking (Win 9x, ME, NT4), Network Connections (Win XP), or Network and Dial-up Connections (Win 2000). Try running Diagnostics on the modem, via the Modem Control Panel, to see if it responds. If you don't receive a response, try uninstalling and reinstalling the modem from Add/Remove Hardware (this is done at the customer's risk). If you have multiple modems installed, run diagnostics on each one to see which ones give a response. If none of them do, try uninstalling all but one of the modems. Make sure the modem is plugged in and all other physical connections are secure. If all else fails, refer to your computer vendor or modem's manufacturer.
