IIS system config error - 87. saw this many years ago in IIS4/5. Would recommend try to uninstall IIS, take out WAS as well, then reboot and resinstall IIS. After 2 days of waiting for the MX records to be updated (and constantly checking), the pop3.domainname.com and smtp.domainname.com were pointing to the new address, but mail.domainname.com was still pointing at the old address. A call to the local ISP and early this morning the change seems to be in place. RPC and the RPC locator are loaded and running, but it's the only common item I can find will the 5 services that aren't loading. The first 4 give the same error 87 "The Parameter is incorrect". The MTA service returns a message stating the the service has started and then stopped.
