I seem to have some sort of registry problem. Outlook runs fine except it won't "send/receive" and when I select Tools/Email accounts from the https://www.experts-exchange.com/questions/21385459/Outlook-2003-registry-or-installation-problem-when-trying-to-access-mail-accounts.html menu I get the following error: "The operation failed due to a registry or installation problem. Please restart Outlook and try again. If the problem persists please reinstall". I have tried reinstalling, that doesn't work. I have tried (based on other solutions posted on this site) renaming the following registry key: HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles to "Old Profiles". This gives me an option to create a new mail profile (seems to be a windows xp thing). If I do create a new profile I get a message saying "There was an error accessing your system registry". I get the same error if I attempt to create the profile from Control Panel / Mail. The new profile does get added and then Outlook will start properly but I am back to the initial problem. Any ideas would be greatly appreciated!! I'm running crystal reports 8.5 and it supposed to already have fixed that issue but apparently I still have the issue with 8.5 installed. Right click on the REGTLIB.EXE file. Select Properties from the pop-up menu. Then select the Compatiblity tab. On the Compatiblity tab, check/select the Run this program as Administrator checkbox. Click OK to save your changes. It might take take care of the problem for you. It worked for me. Please keep it up. hope this solution works: Doing the following fixed the problem for me: Start -> Run -> type in regedit. Go to HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\C ommon (or HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\O utlook as others have pointed out, please check your event logs to see which one you need to select (thanks to Supercow for noticing this)). (I recommend that you back up your registry first before making any changes) Right-click on Common -> New -> DWORD Value. Name it UserData. Double click on the DWORD value that you just created (i.e. UserData) and set Value data: to 1. Close the Registry Editor and open Outlook again.
