I suggest you to check whether you restrict the site in your browser. Please follow the steps: Open the site in the browner, click tool->Compatibility View Setting->Add the site to be displayed in Compatibility View.Click Tool->Internet Options->Security->Trusted Sites.Click Tool->Internet Options->Security->Restricted sites->Allowed level for this zone: Medium.Click Tool->Internet Options->Security-> Custom Level -> Cookies->OK.Click Tool->Internet Options-> Settings -> Privacy -> Block content on sites from services that could track my browsing ->Off. First off, I recommend you run IE 11 in compatibility mode. That will fix some of the issues with SharePoint 2013 authoring and aesthetics. If that doesn't work, ensure IE has your site added as intranet or a trusted site at the least. Finally, is your citrix environment locked down in such a way that cookies are not being written from the site.
