The free space is room for the custom IPL which msinst writes to that free space. So if you don't use mspformat, there's no free space before the FAT partition on the stick for msinst to save the IPL to. Format may run if this volume is dismounted first. ALL OPENED HANDLES TO THIS VOLUME WOULD THEN BE INVALID, would you like to force a dismount on this volume
