The way I figured it out was by sql server 2000 error 10061 quickly disabling the firewall (it was not a production server). Once I disabled it, the application just worked fine; this was a sign that the firewall was the cause of the issue, I right away enabled firewall and added my port as exception. So many errors have cropped up recently due to the connectivity issue.

I have started to make my routine to check firewall first before I move to next action item in my troubleshooting list.When I sent this detail to my internal technical list of the expert, I got the suggestion that this error happens due to many other reasons as well and not only due to firewall.I am interested to know when and how this error happens and what is the resolution. Two WinXP client machines and a third machine running SQL Server Express 2005... Client A can connect to the SQL Server just fine, Client B can see the server instance in the browser but cannot connect (attempted using the sa account via SSMS). At this point, the error coming back was 26, "Error Locating Service/Instance Specified."Since Client A can connect, we know that the SQL Server is sql server error running and is configured to accept remote connections. So we set up an alias on Client B. This did not resolve the situation, but it did change the error to 10061, "No connection could be made because the target machine actively refused it."After this we tried the following:> Confirmed TCP/IP is enabled on the server.> Confirmed TCP/IP is using port 1433 and so is the alias on Client B.> Tried using the server's IP address instead of the machine name.And we're still stuck at error 10061 on Client B. connect SQLTEST instance of SQL Server and got below error This is very common error and can be caused due to many reasons. The way I solved it 1. Go to Start 2. Type Run 3. Type Services.msc 4. Then locate for SQL Server instance you are trying to connect. In my case this is SQL TEST. Right click and select Properties 5. In Properties Dialog box go to Log On tab Now if you have recently changed the login pass word of the system. Make sure for that particular account you have changed password here also. Better option would be make Log on as Local System account 6. Navigate to General tab and change the Startup type to Automatic and Start the service 7. Now try to connect SQL Server for that particular instance. You should successfully able to connect.
