Install https://www.sswug.org/alexanderchigrik/sql-server/troubleshooting-problems-with-linked-servers-in-sql-server-2012/ the latest SQL Server 2012 service pack. Because some SQL Server 2012 linked servers bugs were fixed in SQL Server service packs, you should install the latest SQL Server service pack. At the time this article was written the latest SQL Server 2012 service pack was service pack 1. You can download the SQL Server 2012 service pack 1 at here: http://www.microsoft.com/en-us/download/details.aspx?id=35575 2. Check that you have appropriate permissions to create linked servers. To create a linked server, you must have ALTER ANY LINKED SERVER permission. So, if you have no this permission, you cannot create linked servers using the sp_addlinkedserver system stored procedure or GUI interface. 3. If you have problem with running a distributed query, run this query directly on a linked server. If the distributed query works when you run it directly on a linked server, check the network connection between servers, the linked servers options and provider options. 4. Check that the servers

This is pretty strange as this provider is installed as part of SQL Server. It also fails on all other instances on the same box -- 5 total instances of 2008 R2 RTM and 2008 R2 SP1. I don't remember exactly, but 1 or 2 of the instances on the problem box may have been upgraded from 2008 to 2008 R2 at some point. It succeeded on a couple of other boxes using 2008 R2, including one box that has about a dozen total instances of 2005, 2008 R2 and 2012. I tried both 32-bit and 64-bit with success. I looked at this Microsoft KB article which describes the exact issue; however, there isn't a resolution that's applicable. On my Windows 7 ODBC, I can successfully connect MS Access 2010 to Oracle tables. Using that - my intent is to link tables to SQL Server that has Linked Tables. This has been very frustrating. While I use SQL Server, this is challenging my experience. It is OK to give it to me in beginner terms.Installed the Oracle 64 bit ODBC (ODAC) packages. Set the ODBC application to get through firewall.ODBC connects to the server (reports successful). There is one difference. The box with the list of Oracle servers is blank.
