First, It is due sql server error 10061 and 17 to TCP connection fail, since you can tell from the title, "TCP Provider: .xx", which indicates thateither your connection stringexplicitly

error code 10061: No connection could be made because the target machine actively refused error 10061 connection refused it.The solution was very simple, I had to enable exception of the my port in my windows firewall. The way I 10061 mysql figured it out was by quickly disabling the firewall (it was not a production server). Once I disabled it, the application just worked fine; this was a sign that the firewall was the cause https://blogs.msdn.microsoft.com/sql_protocols/2007/07/19/tcp-provider-no-connection-could-be-made-because-the-target-machine-actively-refused-it/ of the issue, I right away enabled firewall and added my port as exception. So many errors have cropped up recently due to the connectivity issue. I have started to make my routine to check firewall first before I move to next action item in my troubleshooting list. When I sent this detail to my internal technical list of the expert, I got the suggestion that this error happens due to http://blog.sqlauthority.com/2010/10/20/sql-server-could-not-connect-to-tcp-error-code-10061-no-connection-could-be-made-because-the-target-machine-actively-refused-it/ many other reasons as well and not only due to firewall.I am interested to know when and how this error happens and what is the resolution. This way, if we have complete list, we can avoid this error in future.Watch SQL in Sixty Seconds video to Resolve Connection Error: Reference: Pinal Dave (http://blog.SQLAuthority.com) Tags: SQL Error Messages1Related Articles SQL SERVER - Fix Error - Cannot use the backup file because it was originally formatted with sector size 4096 and is now on a device with sector size 512 August 25, 2016Pinal Dave SQL SERVER - FIX - Export Error - ‘Microsoft.ACE.OLEDB.12.0' provider is not registered on the local machine June 24, 2015Pinal Dave SQL SERVER - Fix : SQL Server 2008 Developer Edition Install fail due to .NET Framework 3.5 missing April 19, 2009Pinal Dave 22 comments. Leave new Nakul Vachhrajani October 21, 2010 10:47 pmHello! This execption/error stumps most developers/IT staff who have just recently been exposed to Windows Server 2008 R2. I belive the R2 blocks incoming transactions by default, while the vanilla-2008 did not. Therefore, all of a sudden a system/database that worked fine on a Windows 2008 Server fails to accept connections from remote machines when upgraded to run on Windows 2008 R2 Server.Reply Nisha

Two WinXP client machines and a third machine running SQL Server Express 2005... Client A can connect to the SQL Server just fine, Client B can see the server instance in the browser but cannot connect (attempted using the sa account via SSMS). At this point, the error coming back was 26, "Error sql server error Locating Service/Instance Specified."Since Client A can connect, we know that the SQL Server is running and is configured to accept remote connections. So we set up an alias on Client B. This did not resolve the situation, but it did change the error to 10061, "No connection could be made because the target machine actively refused it."After this we tried the following:> Confirmed TCP/IP is enabled on the server.> Confirmed TCP/IP is using port 1433 and so is the alias on Client B.> Tried using the server's IP address instead of the machine name. And we're still stuck at error 10061 on Client B. I'm not sure what else there is to look at... anyone have any suggestions? Thanks!Ron Moses shan Yak Posting Veteran USA 84 Posts Posted-01/07/2010: 16:01:02 Try connecting with the IP Address, portnumber and see if it works.-Shan ron2112 Starting Member USA 44 Posts Posted-01/08/2010: 08:31:44 quote:Originally posted by shanTry connecting with the IP Address, portnumber and see if it works.Did that, same result.
