You have a filesystem permission problem. Please make sure that the .htaccess file is readable by Apache. And why is it looking in the root of the user's home dir? Tried creating it with 777 as the original user did, but still get the same error. This does not seem like a permission error, or if so, it is a bogus error message indicating some other underlying problem, and unrelated to the actual existence and permissions
