My OS is Windows XP SP3 , I recently installed it manually because of this issue. But even when I was running XP SP2, had the same problem. I already tried the wuauserv and bits services. No luck there is no value data tab. And when I try to start the services back manually I get error with a yellow exclamation mark reading Could not start the Automatic Update Service on Local Computer Error 1083: The executable program that this service is configured to run in does not implement the service.
