It appears that many people believe that it is related to the program which happen to cause the error, but there seem to be an awful lot of different programs causing it, thus it must be a more generic problem. I cannot find a definition of WHEN and WHY would Windows respond with this message, this seems to be important to understand where the common thread is, as so different programs cause the same message.
