Also, I apologize to the admins if I'm not following proper procedure. I think I am, but feel to correct me if I'm wrong. I looked into the issue, and it seems that the overall fix is not easy. The problem you are having actually shows itself on any repository plugin that is set to "Enabled but Hidden," not just the File Systems. The best thing you can do is to set the resource to "Enabled and Visible" to make any changes you like, and then once finished, reset it to "Enabled but Hidden." I have written a simple patch that hides the "Settings" button for repository plugins that have been set to hidden, thereby forcing users to unhide the plugin before editing. For the site admins, that patch can be pulled from here: https://github.com/iquigley/moodle/tree/MOODLE_27_STABLE_MDL-46418 The long explanation is of interest primarily to the other developers.
