Dsbindwithspnex Failed With Error 1722

Dcdiag Dsbindwithspnex Failed With Error 1722
I run DCDiag I get an error ragarding the two 2008 DCs:DsBindWithSpnEx() failed with error 1726, The remote procedure call failed.The connectivity is fine between 2003 and 2008 DCs regardless of the site but error 1722 the rpc server is unavailable windows 2012 it always generates this message between the two 2008 DCs. Any suggestions? I did quite a bit of research already and I cannot get it fixed. Thanks.JiriP.S. I am not sure if it is related but the same problem affects DFSR replication between two newly installed 2008 file servers or if I try to connect from a DNS server on one of the 2008 DCs error 1722 the rpc server is unavailable windows 7 to the other one (I can connect to the 2003 DNS servers without a problem). On the ISA boxes it generates from time to time an error ("A non-SYN packet was dropped because it was sent by a source that does not have an established connection with the ISA Server computer.") but again, I have tried everything I could find, and it is still a problem.
