Veeam Rpc Error Access Is Denied

can get into control panel and add remove programs. What i am not able to do is unistall applications under add remove programs. I also cannot transfer files from my desktop to my external usb drive. for more information. I believe this all started when i got a blue screen with an Initilization failure error message. I took the hard drive out of the cpu and ran a check disk on the drive. Everything ran through fine so I put the drive back and started the pc. After that the operating system loaded and I had my desktop and icons back but could not open IE. So as a quick fix i thought I would just remove IE and reinstall it. So I went into add remove programs and windows components and removed IE. This is when all my problems started. I have since then installed IE back onto the desktop but I am still having the problems listed above.I think all of this is because of my services.msc. I can open services but cannot see the extended services. There is just ablue boxand the standard services will not start properly. the main one I am concerned about is RPC. When I try to start this service I get an Error 5:

This machine was (is?) infected with spyware that I was able to remove with ComboFix. I have tried starting the RPC service manually using the command specified in the registry entry (%SystemRoot%\system32\svchost -k rpcss) and nothing happens, no error message , etc. If I try net start rpcss I get the "Access is denied" message. My first thought was to replace svchost.exe and explorer.exe with versions expanded from the Service Pack cache. Normally that is straight forward with a CD-ROM drive or the Recovery Console and unfortunately this computer has neither (its a mini). I tried to drag and drop the Recovery Console file onto CF but drag and drop is not functional on this computer (presumably because explorer.exe is not loading right). I also tried running "cf
