The only text on the page, according to wikimarkup is: {csv:url=http://server-name/scripts/export.txt|sortColumn=Name} . The same error occurs when not using a URL with the file directly on the server. Making the file shorter, 6.99 Kb, allows the macro to work and it displays as expected.
