Cause: If the hard drive is not setup correctly in the BIOS or is not jumpered correctly, this may cause the BIOS and Windows wbfs manager error formatting to detect the drive incorrectly. Viruses or spyware program are capable of conflicting with Windows programs such as the format utility built into Windows. If the partition on the hard drive is corrupt or damaged, this would cause Windows to stop the format process or show an error message. If the computer system does not have the latest BIOS and hardware drivers, and the operating system does not have the latest Service Packs installed, Windows may not address or recognize the drive parameters correctly. You are attempting to format a partition larger than 32GB as FAT32 in Windows 2000, XP, or 2003. If the hard drive or data cable is physically damaged or defective. For some reason, WBFS Manager and Disk Management seem to have problems with flash drives formatted in FAT32. All I had to do was change the drive's formatting to NTFS, and you don't even have to do the disk management step this way. This is done by going into my computer, right clicking on the drive, clicking format, and then selecting the NTFS filesystem. Use default allocation size, and make sure quick format is checked or else it will take ages. Something gparted doesnt do as far as I can tell. This bug is causing features to be missing. –user295470 Jun 20 '14 at 22:16 Probably you cannot still use the startup disk. It doesn't sound like it was made properly. I had similar issues. But you can try this work around and see if it works. Install Gparted if you don't have it installed. If its not, just press Ctrl+Alt+T on your keyboard to open Terminal. When it opens, run the command(s) below: sudo apt-get install gparted Once installed, open the application, and before formatting, make sure that you choose the right drive, and Unmount the disk by right clicking on the partition, and choose Unmount, then you can use the format To option, to format it to whatever type of file system you wish.
