Symptom When submitting, modifying, or changing the state of a record that triggers an E-mail Notification, an error message similar to this might occur:
Execution of a hook failed during the action Submit. It was the ACTION_NOTIFICATION hook attached to the Defect "SAMPL00000001". The reason for the failure was: Error processing Email Rule "New Submissions" : "b\ error description = (null)" Cause This issue was identified as a product defect under APAR PK69344. Beyond this defect, these causes have also been identified: MAPI is used for E-mail Notification. CDO is not installed. The SMTP server in the E-Mail options screen is incorrect. The E-mail address in the E-mail options is incomplete. For example, you might have an invalid domain name defined in the address. The E-mail address in the E-mail options has a domain that is blocked by the mail server. Environment This problem has been observed when clients are using MAPI and SMTP as a protocol for E-mail notifications. Diagnosing the problem For SMTP servers, run this command: telnet

If this error is encountered, installing CDO is known to resolve the error and e-mail notification started working. Answer To check if the Outlook Collaboration Data Objects are installed, perform the following steps: Go to Start > Control Panel > Settings > Add/Remove Programs Then click on Add/Remove Windows Components. Select MS Office and click on Change Click on Add/Remove Features, then expand the Outlook folder. A red cross or X displayed in front of Collaboration Data Objects indicates that they are not installed Beginning with Outlook 2007, Microsoft no longer provides CDO as part of the product installation. Even though Outlook itself is a MAPI client, the stand-alone version of CDO must be installed. Otherwise, ClearQuest E-Mail Notification on MAPI will not work. The CDO objects can be downloaded here.
