If you get errors trying to copy it, the disc is bad. If not, boot from the copy. If you can't, try using an external DVD drive or swap in a different one temporarily. If that still doesn't work, try a different hard drive. One is Disk is not working for this, you need to use some other disk to install the OS Second is your Hard Disk has some faults for this, you need to Delete entire data and format it and install the OS again.
