I use to get this error and very slow I-net speeds over dialup, I know, dialup is slow anyway -but the error would not go away till I started turning off parts of the Norton package. Another time I got the same error (0x69532997) what when I had the EARTHLINK task bar open minimized instead of full screen. Once I reverted back to full screen Earthlink system quit giving me the error. As for the Norton error, if turning everything off does not help I suggest that you uninstall it for a trial run. If it works then contact the Norton Product Support team or switch products.
