Every time IIS (Internet Information Services) is given a folder to access with information on a website, the 403 error page will appear if the right permissions are not given to the folder. At a very high level under IIS server if you receive 403 error code means the content is forbidden but if you deeply check the server logs from IIS you will get an error code like 403.1 or 403.16 or 403.20. I would like to elaborate my environment a little bit so that it becomes more clear why i was getting this error. Are the files/folders local or are they on a virtual directory, I.E. if you copy the index file into the default c:\inetpub\wwwroot, it works, right? for the 403 forbidden, when viewed on http://localhost/to_your_index_file
