I checked in modules/field/field.attach.inc. The function is defined. The file is clearly not being loaded/included at the point of failure. My solution was to download and install 7.21 instead. That installed without error. I propose to cure it the same way by using 7.21 and then upgrading! Manifestates also when trying to install 7.1. Admin user details are not written to db (username, thus no-one can log into Drupal. Apache logs tell nothing. So modules/field/field.attach.inc does not get read as it should. Sounds like you didn't upload something correctly. field_attach_load is a drupal core function and it can't just be missing.
