Citrix Server Not Accepting Connections

It rests on a Windows 2000 machine. I have recently installed Citrix clients onto new machines but they are unable to log in citrix server not accepting connections after reboot remotely through the internet. I have several other users that have no problem whatsoever logging in remotely. The licenses when I watch them are being used and then immediately returned to the pool. We usually only have like 2-3 people on at once. I can't understand why I can't connect. I had a friend try it with his machine from CA and it let him right in to the log in screen! I have rebuilt a machine entirely from the ground up and still the same thing. Any ideas at all?
