error with the setup of the modem. There could be excessive line noise. There may be a problem with the network settings on your PC. Your modem may not be operating correctly at v90 spec. The dialup networking connection may be corrupt. POSSIBLE RESOLUTIONS: First try to shut down the PC and or external modem for approx 2-3 min then restart. If you have line noise remove any device on the same line, ie faxes or answer machines. Make sure the modem is properly setup and that you are using a correct init string or extra setting. Try to lower the port speed to 57600 in the modem properties and disable v90, you can do this by adding an extra setting ie. for Connexant modems +ms=v34 The dialup networking may need to be uninstalled then reinstalled. Meaning that the modem itself is not responding properly to Windows. The only thing you can really do here is "reset" your modem. And the best way to do that is to turn it off for about 3 minutes. It is often said that it takes 200 seconds for all the static electricity to dry up in the motherboard of the average computer. So the 3 minute rule applies here. Turn the machine off for 3 minutes, and then try again. If it continues happening, the modem may be in trouble. Error 676/678 - Generally means that the computer is not talking to the modem. These are often bad and tend to indicate a modem driver issue, although often, the modem maybe done for. The "No Dial Tone" error could be that the phone cord to the modem is unplugged, or damaged. The other option is that the modem did not disconnect properly that last time you went online. Rebooting the computer will often solve the problem in that case. Error 691 - Authentication issue. The connection is working, but you can not get logged in. This is a Username/Password issue 9 out of 10 times. The last one of these could deal with your account and its status. Clear out the username and password boxes completely (hit backspace & delete a couple times to make sure there are no hidden spaces which count as characters) and retype your username and password. Errors 700 and up This series of errors started in the early Windows NT days, and the one thing about them is that they were more definitive than before. This helped identify the issues faster. But since not many of us have NT, these are rare. But when they show up, they are nice and specific. Error 709 - A sign that the settings are not quite right, and should be completely redone. Error 718 - Timeout Error. Not good. But since the modem is waiting for information, generally this could be a phone line issue. A really bad phone line will causes this error.
