Tried turning off anti-virus, set Service to Automatic instead of Manual, have done multiple registry scan/repairs thru various programs. Saw a suggestion somewhere that I'd have to uninstall Office 2003 and re-install. So that's where I am now - it's uninstalled, but I can't re-install it! Have also been led thru uninstalling and reinstalling the latest installer. No change. Tried to reinstall Office via Safe Mode, but it tells me the installer is not available in Safe Mode.
