Internal Error 2932 Steam

If I try to install/upgrade *any* software whatsoever, it gacks at the very end, with an error message stating "internal error 2932" and "C:\WINDOWS\Installer\{long string of numbers and letters}\ARPPRODUCTICON.exe, 131" This is driving me crazy! Does anyone know how to fix it? I've googled myself blue, but to no avail. None of my spyware/virus scanners are detecting anything out of the ordinary. Tried turning off anti-virus, set Service to Automatic instead of Manual, have done multiple registry scan/repairs thru various programs. Saw a suggestion somewhere that I'd have to uninstall Office 2003 and re-install. So that's where I am now - it's uninstalled, but I can't re-install it! Have also been led thru uninstalling and reinstalling the latest installer. No change. Tried to reinstall Office via Safe Mode, but it tells me the installer is not available in Safe Mode. Tried to download and install OpenOffice instead, get same error message but with different bracketed code. Details: XP Office 2003 (from CD) Error 2932.
