The 2 users don't receive and can't send emails.I looked at the logs and found the 20000 error:[20000] (10/05 12:46:01.936):{0x166C} SRPClient::Connect: Error calling host "localhost" [127.0.0.1] (0)[20000]

Our event logs are full of these warning messages ("[BIPPeClient]::Connect: Error calling host" and "[BIPP] Connection Failed") and I am currently unable to activate new devices (devices hang on 40-50%) and it appears Desktop [Sync] https://supportforums.blackberry.com/t5/BlackBerry-Enterprise-Server-5-x/Another-SRPClient-Connect-Error-can-t-find-a-solution/td-p/349032 service is not working (no address book, tasks, or memopad entries sync). We recently had an issue with our SRP ID and our BES service with RIM stopped and we had to re-enter our SRP ID. Since this event, we have had this problem and event log messages. Email and calendar working fine. We are using BES 4.1.3 on Exchange. I believe the server has restarted since this issue but i will try again. our user's BlackBerry phones. Apparently, the services didn't start correctly. We had been receiving the following http://www.allthingstechie.net/2011/11/blackberry-services-not-starting.html events: Event ID : 20000 Source : ExchangeConnector, BlackBerry Messaging Agent Localhost Agent 1, BlackBerry Policy Service, BlackBerry Synchronization Service Description : BIPPeClient::Connect: Error calling host "localhost" 127.0.01 (10061) The cause is that BlackBerry services need to be started in the correct order or you'll basically experience the lack connectivity and error calling communication issues thatwe had been experiencing. The official Blackberry Support article KB13718 describing how to properly restart or start the Blackberry Services, whichstates: "... The correct order to start the BlackBerry Enterprise Server services is detailed below: 1.BlackBerry Router 2.BlackBerry Dispatcher 3.BlackBerry Controller 4.All remaining BlackBerry Enterprise Server services ..." -http://btsc.webapps.blackberry.com/btsc/search.do?cmd=displayKC&docType=kc&externalId=KB13718 I error calling connection found the blog post, by John McLagan, which took it a step further by showing how to assign service dependencies, so that the services are FORCED to start in the correct order by using regedit. As Microsoft will tell you, "... You can use Sc.exe to help develop services for Windows. Sc.exe, which is provided in the Resource Kit, implements calls to all of the Windows service control application programming interface (API) functions. You can set the parameters to these functions by specifying them on the command line.
