The file you download is a .run file. This file needs to be exectued in a terminal. Best is to download the file to your Download folder ( /home/{username}/Downloads ). Then open a terminal, go to your Downloads folder using: cd /home/{username}/Downloads. Type in the following command: sudo chmod +x hplip-3.11.5.run (this will make the file executable).
