The description for Event ID 13000 from source Microsoft-Windows-Hyper-V-VMMS cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer. If the event originated on another computer, the display information had to be saved with the event. It's because the Virutal Machines group were not in the Create symbolic link policy in Security Settings - Local Policies - User Right Assignment. And it looks like there are no problems with the NTFS permissions. But VM could not be created. Ensure that the path to the vsconfig.dll file is valid and has the right permissions. By default the vsconfig.dll file is installed at \\windows\system32. Also have you installed any antivirus
