Event ID 20209 — RRAS Other Remote Access Server Configurations Updated: November 29, 2007Applies To: Windows Server 2008 Successful remote access and routing connections require the correct configuration of firewall settings and IP routing protocols.  Event Details Product: Windows Operating System ID: 20209 Source: RemoteAccess Version: 6.0 Symbolic Name: ROUTERLOG_VPN_GRE_BLOCKED Message: A connection between the VPN server and the VPN client: %1 has been established but the VPN connection cannot be completed. The most common cause for this is that a firewal
shows IKEv2 Symptoms: When trying establishing the VPN from Windows 7 to a windows 2008 VPN server, the client receives Connection failed with error 800. The Windows 2008 server log the following event; Source: RasMan Event ID: 20209 Description: A connection between the VPN server and the https://technet.microsoft.com/en-us/library/cc773735(v=ws.10).aspx VPN client 24.x.x.x has been established, but the VPN connection cannot be completed. The most common cause for this is that a firewall or router between the VPN server and the VPN client is not configured to allow Generic Routing Encapsulation (GRE) packets (protocol 47). The error code returned on failure is 0. Troubleshooting: 1. Try another Windows 7 computer. it works fine. 2. Verify the GRE is open. 3. In the Network connections, we find the VPN shows WAN Miniport (IKEv2) instead of PPTP. 4. After changing IKEv2 to PPTP, we still get the same error. 5. Delete the VPN and re-create doesn't make any different. 6. After checking all connection settings, we find the notebook is setup as ICS which conflicts with VPN. disable ICS fixes the problem. Verify that the firewalls and routers between your VPN server and the Internet allow GRE packets. Make sure the firewalls and routers on the user's network are also configured to allow GRE packets. If the problem persists, have the user contact the Internet service provider (ISP) to determine whether the ISP might be blocking GRE packets. Is something misconfigured on my end? How can I check that the GRE protocol is configured correctly? I have other outsiders that can VPN in without a problem. Normaly this error indicates that the traffic reached your ISA server but couldn't respond back to the client connecting. Make sure that ons the client's router the GRE packets are forwared to his pc's local IP. This can be done on the router's admin page, look for
