Error No Installer Packages Can Be Found On This Disk

I came to the forums to seek some remedy, and tried to repair disk permissions el capitan run a Disk Utility to check that everything there is at least okay. But when I click on verify permissions, I get an error that says "no valid packages." Does anyone fsck mac know what this means and how to fix it (if it needs fixing; I'm assuming this isn't a good thing, whatever it is!). Thanks. I got the start-up barber pole but it never kicked-in to a progress bar.I booted back into Tiger and tried running Repair Disk Permissions on the Leopard volume and got this message:Error: No valid packagesAccording to the Apple web site, I'm was missing the Base System Package, which it turns out I was.
