I've got it to the point where I can see the contents of the ftp folder, but when I try https://support.microsoft.com/en-us/kb/969061 to write to it, I get the error 'access is denied'. When I look at the properties of the ftp folder (inetpub\ftproot\test) I tried setting security for network service and the user that I log in as (basic authentication) to full access, but this has not corrected the problem. What is the actual account that I must adjust in order to set security to allow the authenticated user to write to a https://forums.iis.net/t/next/1151798 folder? You may set up Process Monitor on this machine to check which access is denied. So, to confirm, when ftp attempts to write access a folder, it is using the user credential (rather than the credential that ftp runs under) right? Later I will try to use process monitor, as suggested. However, as this is the first time I use it, could you tell me what I should be looking for, to see exactly what is preventing write access.
