Event.observe Is Not A Function

To be sure that the DOM is loaded, I use document.observe. This causes the error Uncaught TypeError: undefined is not a function. Prototype JS was loaded as you can see below: HTML

Clicked continue/next button then I got a blank page. So I just deleted the web folder contents and re-extracted the pydio-core-6.2.2 and it worked. But it didn't load the test page this time??? It went right to the setup.
