The weird thing there, is that there aren't any PCIe cards in the 3 slots. The rightmost (bottom, in the picture) slot however, seems to come out of the board as an expansion of some sort? Could that be a problem? In case I'm missing

Yank it out. If your server boots the it's either a bad PCI riser, or the PCI slot has "gone bad". I know there's a not-noobish explanation for that, but I don't remember it. Get the riser out of the equation. In my experience, riser cards don't fail too often. It's probably the motherboard. –ewwhite Aug 24 '13 at 0:14 1 @ewwhite the reason I mentioned the PCI slot "going bad" is it seems to happen on every single R200 I've ever worked with. Even if you take a riser out of a working R200 and put it in it will fail to boot. on the server shows the following error message: "E171F PCIe fatal err B0 D3 F0". I've researched this as and the suggestions for re-seating the PCI cards hasn't worked. I'd really like to get the old one working if possible though as the secondary server is limping along. Does anyone have any ideas about what component may be causing the problem? I've heard that may solve your problem. Have you taken the PCI riser card out and tried to boot the machine up? If it boots up that means the card is bad(Which normally it's never the card and usually something else like the motherboard / some other hardware component like a bad CPU). Those riser cards have low failure rates due to being such simple components. That seems like where you need to isolate, currently, though. Try to figure out if it is the riser or the motherboard. If you have downtime in the evenings and these servers are the same models, you might be able to steal the riser

X (or Embedded I/O Bridge device X) System Halted Try removing any add-in card and boot the server. If the server is booting correctly, then it's probably the add-in card!
