Microsoft’s descriptive errors is 0x8ffe2740 when trying to start an FTP or Web Server from the IIS Administration module. The error itself means that there is a port conflict with another service. This is a relatively easy diagnosis, as you should already know what ports your ftp or web servers use. Use the netstat command in the command console to find out what program is using a particular TCP port. Replace the ## with the port you wish to test. This works on Windows https://support.microsoft.com/en-us/kb/816944 Server 2003 and 2008. netstat -anop TCP|find ":##" The above command will return a PID (process ID). You will need to match that to a running program or service. Type the following command: tasklist /SVC /FI "PID eq ####" Here is an example using port 21. In this example you can see the "ftpsvc" service is using port 21 through svchost.exe - which http://www.ithacks.com/2010/04/21/unexpected-error-0x8ffe2740-when-starting-ftp-or-iis/ is normal. In a client's machine, it was MSUpdate2.exe that was using port 21 - a piece of malware using an FTP server to serve pirated movies! You can also use Process Explorer to find what service the svchost process with that PID is using. http://technet.microsoft.com/en-us/sysinternals/bb896653 November 12th, 2011 Reply fouad Tks its was usefull for me to check the port witch is in use. July 8th, 2012 Reply Rolando Thank you very much, this helped me and save my life!!! I can find the service that was using the port 21, I stop the service and everything worked!!! Regards
It just means IIS can't start a website because port 80 is already in use.
MS KB article 816944 has more info. A likely suspect is Skype, since it will use https://weblogs.asp.net/jongalloway/425693 port 80 if it's free. This is a tricky one, since IIS might work fine most of the time since it starts up before Skype, butif you stop and restart IISSkype sees port https://kb.globalscape.com/KnowledgebaseArticle10405.aspx 80 is free and snakes it. 08ffe2740 for you! IIS-Resourceshas theanswer but not enough Google Juice. Here's the fix: SkypeFile-> Options -> ConnectionUncheck Use Port 80 as an alternative for incoming connections.Restart default unexpected error website. 118 Comments Thanks, this one brought the light to my momentary darkness... Only that I had to quit Skype in order to bring my website back to life. Also, in my version of Skype the Connection is reached this way: Tools->Options->Connection Great!
