Microsoft’s descriptive errors is 0x8ffe2740 when trying to start an FTP or Web Server from the IIS Administration module. The error itself means that there is a port conflict unexpected error occurred with another service. This is a relatively easy diagnosis, as you should already

above command will return a PID (process ID). You will need to match that to a running program or service. Type the following command: tasklist /SVC /FI "PID eq ####" Here is an example using port 21. In this example you can see the "ftpsvc" service is using port 21 through svchost.exe - which is normal. In a client's machine, it was MSUpdate2.exe that was using port 21 - a piece of malware using an FTP server to serve pirated movies! code for quite awhile and haven't had the need to open any ASP.NET projects, but this morning had to trouble shoot one. Visual Studio complained it couldn't open the URL. I went to the IIS snap-in and noted that the default web site was stopped. When I'd try to start it, I'd instantly get "Unexpected Error 0x8ffe2740 Occurred". OK. Well. Googling around for this, it's universally said that this error is IIS's way of saying, "some other process is using port 80 and I can't get at it". (Aside: then why in the name of all that's holy doesn't it simply SAY that? Nevermind). Skype is an often-mentioned culprit; it's default configuration uses port 80 if available. But I don't use Skype, and have never had it installed. Microsoft's KB article on this issue recommends installing something like TCPView to figure out what's using what ports, so I installed TCPView but it revealed nothing using port 80. So it just became a game: shut down app after app, try to restart IIS after each shutdown, no joy. Then I started shutting things down in my system tray. Finally, I found the culprit: JungleDisk, an open source program that maps a Windows drive letter to an Amazon S3 storage bucket. I use it for online backups. I had the same problem and went through the same routine, not finding anything using port 80. I tried to think what I had installed recently, and on a whim, closed Jungle Disk. In my case, the solution was to shut down my Vertrigo Apache server. This makes some sense as I must shut down inetinfo.exe in order to get it to start (on this particular XP machine, at least). The reason is that some other application has grabbed port 80. The most common applications doing this are Skype or Trillion. You can try just ending task on them and see if IIS will then start.
