There a few different "solutions" to this problem (including a microsoft KB article) that I discovered by digging around, none of which solved the problem of my https://support.microsoft.com/en-us/kb/966741 particular case. Basically, VB6 requires the DCOM Server Process Launcher service to be active (which it is by default) in order to load. Some setups have this service disabled for security reasons, and there are even other programs out there which will disable it (or allow you to disable it), such as DCOMBobulator (from GRC.com). You can use DCOMbobulator to allow it to restart, or http://www.xtremevbtalk.com/tech-discussions/192360-unexpected-error-quitting-solved.html you can go to the Services control panel and restart it there.
