I am having this issue on every computer in a Windows 2003 domain. It must be related to the Group Policy but I don't know how or where to fix it. Your fix does temporarily solve the problem on each workstation but after a reboot, I have to run the two commands again to install software. Any idea how this can be fixed globally on the domain controller? This can windows installer occur if you are running Windows in safe mode or if the Windows Installer is not correctly installed. This error is caused either because the Windows Installer Service is not running or the path to the Windows Installer Service is not correctly registered in the Windows Registry. You may also receive the following error message: error 14007: windows installer service The requested lookup key was not found in any active activation context. Follow the provided solutions in order from 1 and so on to cover all bases. Solution 1 If using Windows XP: Click the Start button and click Run... and go to step 1 or if Run... is missing from the Start Menu then right click My Computer and select Manage - The Computer Management Console opens up - expand the Services and Applications icon on the left hand pane and select Services then go to Step 2.
