Very strange. I tried placing it around different areas of the script, same error. The function definition is declared appropriately and is wrapped in . Very strange. The function just doesn't appear. Quotations, syntax, semi-colons, etc are all spot on. No syntax errors. I've never quite figured out how it happens, but basically updates may need, prior to calling any ctools function, to make sure that ctools.module actually is loaded. context may need to do this as well. I checked my permissions and nothing seems wrong there. If using that function, you need to include the webform.submissions.inc file first.
